"Kol Nidre" means "All Vows." It is an annulment of the prior year's vows that were, according to Encyclopedia Judaica, "made unwittingly, rashly, or unknowingly," allowing the Jewish people to formally free themselves of prior obligations, so they may start the year fresh. CANDLE LIGHTING AT 7:00
